For the breakaway switch cable, which just pulls a plug out of a switch, I would hope that any cargo tie-down would be adequate, but you do want one very close to the hitch.
For safety chains, I like the idea of using the mounting rail. The hitch mounts to the rails with four vertical tabs into slots, each with a horizontal pin (like the pin used to hold a ball mount in a conventional receiver); there are four unused similar holes in each rail, so if the pins of decently large shackles will fit through a pair of the unused holes, they would be solid safety chain anchors. Of course the same thing could be done for the breakaway switch cable, presumably on the front rail, as Rich suggested.
