Neglecting tongue weight and towing capacity restrictions, what other differences are there between a Class II and III hitch? Is a hitch with a 2"x2" receiver size always a minimum of Class III?

The main difference is the size of the receiver opening - Class 2 - 1 1/4", Class 3 - 2".
