This kind of info is commonly given for large trucks. In this case, they have even put it right on the hitch for you. What they are saying, in effect, is that you should not be towing a heavy (over 3500) load without a WDH. If you put a WDH, you can tow up to 6000. With corresponding tongue weights. The WDH makes it much safer for the heavier loads.
