No, it's actually a Windows problem. Apple iPhone uses the EXIF "orientation" tag, which establishes which way is "up." Windows, at least the earlier versions, didn't rely on the orientation tag but instead assumed "up" was "thataway."
A quick verification of this is to open an upside-down iPhone photo in Windows Media Viewer, which displays the image upside down. Then open the same image, on the same machine, with either Adobe Photoshop or Lightroom, and the image will be displayed correctly. This is because the Adobe products respect the EXIF "orientation" tag.
