Oregon registration process change?

We are picking up our new 17B this week so I went to a DMV office to get registration information. I last registered an Escape in 2012 and simply provided numbers and they gave me plates. Last week the clerk said I had to get a temporary travel permit and bring the trailer in later for registration. Well, I didn't like that answer so I went to a different office and got the same information. Dang.

To top it off the clerk said a new law which began Jan. 1 says any new "motor vehicle" from out of state has to pay a 0.5% highway tax before the vehicle can be registered! I can fully understand that our roads need fixing but I will have to check if a trailer is a "motor vehicle."

Any new owners have more information on Oregon registration?

Good luck Eric, yet they call a SUP a watercraft subject to an invasive species inspection; failure to stop for a boat inspection means $110 fine.

Still have that stuck in your craw eh? I guess if it's a boat ( of sorts ) and goes into water, it is capable of transporting invasive species, and should be inspected.

Clerk misspoke if they said "motor vehicle". Should have said "vehicle".

"The 2017 Oregon Legislature passed House Bill 2017, which included two new vehicle taxes. The vehicle privilege tax is a tax for the privilege of selling new vehicles in Oregon".

Might want to get an explanation of the last sentence, since the vehicle may or may not have been sold in Oregon. Never mind. You'll lose.

Gimme a break- its a tax scam. How does a smooth surface object with no way for water to accumulate pose any threat to harboring an invasive species?

Yeah, you'll lose for sure.

Yup. I lost. I emailed Dept. of Revenue and they promptly replied, "Yes, trailers are considered taxable vehicles for the purposes of the vehicle use tax, as long as they have the MSO/MCO, a GVWR of 26,000 lbs or less, and haven't been registered previously in the state of Oregon."

So, Oregon residents, add on 0.5% to your cost. Escapes are still worth it!

I believe it's the USD amount on the bill of sale. Part of the registration is the final bill of sale and a form stating there are no liens on the trailer. Strange part is that this form can be filled out by the buyer if the seller is not available.

Corrections

I finally got our new trailer registered today. There was misinformation given so I thought I should let Oregonians know. Maybe it will help to make things easier for future Escape owners.
The DMV handout for the new vehicle use tax stated it was 0.5% of cost in USD. When I went online to pay I was pleasantly surprised it is really 0.005%. My tax on a 17B was $125...enough to fix a couple pot holes.
I was told to bring the trailer in for a VIN check during registration. Not so. All the clerk wanted was the papers from Escape, vehicle use tax form and the border crossing arrival stamp. The trailer did look nice in the parking lot, though!
Title and registration was $233.00.
Now that this chore is over I can play with the new trailer!

Sweet. One question:
Any idea if you could have licensed the trailer prior to picking it up, or is the border arrival stamp necessary? Two years ago the Oregon DMV required a physical exam of the trailer (one minute and $85). I would love to take a license plate with us when we pick up our 21 in June.

Escape will send you the needed paperwork ahead of pickup - just take it to an Oregon DMV and see if they'll accept it. If not, try another DMV. Our local one was fine with the ETI paperwork and gave us the plates which ETI installed on pickup in Sumas.

0.5% (half of one percent) of $25,000 would be $125, so it looks like the tax really is 0.5%

In 2012, that was the procedure at the same DMV office. This year I needed the border stamp and didn't need to take the trailer for registration. It might be worth a shot, if you have time to sit, to try more than one office in your area.

Duh. You're right, Brian. The DMV had the figure right. The Dept. of Revenue had stated the figure incorrectly but did the math correctly. I must have missed that day in 5th grade math class.

No need for an explanation: while the "privilege" tax wouldn't make sense, it is the vehicle "use" tax which applies in this case, as the Dept of Revenue explained:

Bob in Bend - we are getting our Escape Sept 19, 2018 - how did you end up handling the Oregon registration and plate process? Any issues? And which paperwork - we have just finished paying and they sent us the VIN number and said it was fully paid for, Is that enough? Thanks for any help. We are in Bend also but plan a trip after picking up the trailer and are starting to be concerned.

I took a temp travel permit with me when I went north to get our Escape in June. Once I had the paperwork, including the import stamp, and the receipt for the 0.05 % state tax (printed at home after filling out the form on line), I took all the information AND the trailer to the Bend DMV. A DMV employee checked the VIN information and initialed my registration form. I wrote a check and three weeks later received my Oregon title. Everything, including the trip permit, the tax and the DMV fee came close to $400.

Bob - this is so helpful. We have a dilemma that you might have insight into. I read that the Oregon temporary permit is only for 21 days - is that true as far as you know? Our problem is that we delayed a long fall trip that includes visiting a dear 99 year old Aunt in Colorado and we want to pick up the trailer in a few weeks and drive to Colorado to see her straight from picking up the trailer. We want to be gone more than 21 days! I read that we might get away with having all the paperwork on board with the insurance paperwork and that one person drove for 4 months this was and didn't get stopped, but clearly we are nervous about this. Our only alternative is to make a long trip even longer by driving back down to NE Oregon and hoping the DMV in a City there would help us. If you want to give us any insights we would welcome them. If not, we plow ahead and will come to some decision prior to our trailer pickup! I appreciated knowing exactly what we needed to do at the DMV - but it is obvious that getting staff who have experienced this would be helpful.

We stayed out of Oregon beyond the 21 days. We had no issues.
Two thoughts:
Make sure you have insurance starting the day you take possession.
Oregon DMV will date your permit to start when you wish, not the date you pick it up.
My thought is that the trip permit shows good intentions on your part.
