we took in a can we bought at Yellowstone and it went through customs just fine. But they did make sure it said"bear Spray" on the can.
we had Texas license and they did ask us if we were sure we didn't have guns or ammunition.:

When we recently crossed the boarder we were asked if we had weapons or mace (which is illegal in Canada) and I told them I had bear spray (which is legal). I always get asked about guns and tell them the same thing, they are locked in my gun safe at home. I know you can take some guns though Canada to go hunting in other parts of Alaska where we live, but I have not personally done that.
