After thinking a few minutes on it, it seems to me that Horst probes are designed to avoid creating phantom electrical connections, so they should help stop the tank from looking fuller than it really is. In your case the tank looks emptier than it really is, so that isn't something that I would expect Horst probes to help with.

Without foam or another type of protectant, that location looks susceptible to damage from road debris.

Sorry to hear about your probes not working. At least you are in good company given that a lot people seem to have trouble with probes.

Just do what my MIL used to do with her ATM card. She'd stick it in the machine and if $80 came out then she must have had some in there.
Turn the tap if water comes out then you still got some.....

Sure, horst probes may help you get the water level reading but you need to save water too. Just Google some of the sensors with good technology that you can access from your smartphone. Make sure you don't spend much.
