That's interesting - it looks like a common removable-handle kill switch (like this one from Princess Auto) mounted in a well so that it is weatherproof, which would work well to keep it out of the way and prevent accidental switching. The key/handle is removable and so can be lost, but this design is so common that replacements are readily available.
