My Progressive Industries EMS rarely buzzes; the few times it did, I shut off the pedestal breaker, turned it back on & it went away.

Buzzy contactors happen surprisingly often in machine control circuits, they're electromagnetic; sometimes the moving parts don't align perfectly as they age, so they buzz. New buzzy ones may quiet down with a bit of use. Can't be fixed, though.

Our surge protector is very quiet.
Did have a case about 2 weeks ago in Dead Horse Point State Park where the surge protector shut down the power due to a low voltage supply line. Kind of sucked because we really wanted the Air Conditioning, but better safe then have something go wrong because of poor power source.

yes, operating a/c off low voltage will certainly hurt the unit.

Progressive had me plug and unplug the trailer a few times to see if the contactor seat would clean itself. when that didn't help I took the top off the contactor and blew it out with compressed air, surprising how much dust was inside the EMS, would guess the box was left open during the trailer build. This helped some but not much.
I've yet to use the AC for anything but cooling down the fridge before a trip so it has just a couple days use on it. Will have AC this weekend so we'll see if it burns itself in and quiets down, if not a replacement is on the way.

They are not hard to replace, I have installed at least 3 in my career.

I am reviewing the ETI option list, and am evaluating the need for a surge protector. It sounds like the ETI option is the Progressive EMS-HW30C, the hard-wired one that includes over- and under-voltage protection.
(1)Is this the model.
(2)How necessary is it (are the nat/prov/state parks and RV parks that variable in electrical supply voltages) ?

The Progressive unit comes with a lifetime guarantee and protects your expensive electrical components 24/7 while you are hooked up. If you connect to an improperly wired pedestal you can blow out all your 120v appliances in a millisecond. It also is a surge guard to prevent over/under spikes particularly during thunderstorms. If you are using your a/c in summer and so is everyone else and the voltage drops below 110 you can burn out your a/c unit, this will not allow that to happen. It is preventative and well worth it. It is a lot cheaper than your insurance deductible.
