No, admission to Canadian national parks, national historic sites and national marine conservation areas really is free in 2017, for the entire year. The buy-one-year/get-two scheme is just how they are handling people who already have a valid pass as of the beginning of 2017, without creating a bunch of part-year passes.
If Bob just visits in 2017, you will not pay for park admission.
