Yes, like the bottom of a boat. The boats come out on a trailer (if they are moving to another body of water, causing the concern), which makes it much easier of course; however, floatplanes can come out of the water, too (on their own wheels in many cases, and on a dolly at a floatplane base in others).

Teasel

Teasel is a nasty invasive with a tough bristled seed head. It grows in big patches when it really gets going. Those float plane pilots are pretty talented. If you could find a field of teasel, skim the tops with the pontoons after slathering them with herbicide, you could knock the mussels off, kill the teasel in one shot. Multitasking, it's where it's at.

No uniformed person with Fish & Wildlife or Marine or Agriculture Board- was a Klamath Deputy Sheriff. They also didn't inspect. Am doing a trial by affadavit; will report back any luck with that
As many no doubt predicted I had only bad luck- the decision against me was as rubber stamped as the Judge''s signature. I seriously contemplated not paying the fine but dug down and found that could have resulted in an arrest warrant for contempt of court. So I paid under protest with the promise of filing a complaint with the DOJ next year when there is real change. Even Lynch said recently that states should stop treating citizens like an ATM.

Amen to that. I'm a firm believer in the rule of law, but also a firm believer that the spirit of the law is often more important than the letter. It needs to look at intent.

Can't say I'm thrilled with this situation because I travel through a lot of states with kayaks. I've never seen any signs on highways that required pulling over for an inspection and only once, at a campground, the operator asked if the kayaks were inspected. When I said no, they said they'd have to be inspected before they could be put in the lake. No problem I said, just passing through.

It'd be nice if all the states had a rule like, if it's not in the water it doesn't need an inspection or a permit.

Oh well, one more thing to keep an eye out for.
