Kitchen window: We recently had Escape switch out our non-opening kitchen to the opening one. My wife, the cook, will now have it no other way! Plus if it is raiining out you can leave it open and stay dry.
Water heater: we never used the electric option when we had our Casita so I saw no reason to spend the extra money when we bought our Escape. I doubt you will reecover the expense in propane for many years to come (we have been on the road now for about 5 months and I doubt I have bought $200 in propane).
Counter extensions: I would put the electric water heater money toward a counter extension next to the sink and one next to the bed, great easy way to add extra space.
Electrical: add a plug under the counter but above the storage doors, great for the coffee pot.

So, when you buy tires, you pay the tire shop to remove the old (never used) spare and discard it, and pay them to re-mount the best of the tires taken off onto the spare wheel? If your spare wheel doesn't match the road wheels, then that's what you need to do; I don't know if I would pay the $20 to mount an old tire to not use it. If your wheels do match, then this best-of-the-set system works and makes sense - good idea.
This assumes, of course, that you don't believe the tire sellers who say that tires expire after six years... because that would mean your spare is unsafe to use, or that you really do limp along to the nearest tire store, which I doubt anyone does on a full-sized spare that appears to be in fine condition.

I can't say what other people will or won't do. But yes, I would limp along to the tire store. But if you ran a poll, i'm betting you'd find a large portion of the all molded owner population neither rotate the spare into the mix OR have ever needed to use it.

True. Rotating the spare periodically makes sense though. The wear would be even, and the spare would be less susceptible to dry rot because it's used.

Provided that your tire wear is even on the 19, then there would not normally be any rotating, right? But, if you wanted the spare to be "in the mix", you could do a periodic rotation. The pattern probably wouldn't matter. If I were going to do it, I'd probably just number the tire positions something like this, then move up one number each time I rotated:
