I experienced the outside flap not opening as well, but then when I turned DOWN the Maxx fan, it reverted to normal operation and worked. I believe the Maxx fan was creating a bit of a pressure difference that the hood fan couldn't overcome. There were no windows open.

It almost sounds as if your Maxx fan was set to exhaust rather than for intake. Did you check?

Ours is still working great. If fact, I double checked just this past weekend. I have never had to do anything to it, but I bet it would be an easy fix if you had to. I know you can get replacements somewhere if needed too.

Is the inside vented hood with charcoal filter still an option? That is what our 2010 has as it was standard then. At first I didn't like the idea, but since we always at least partially open a rear window when cooking and use the MaxxFan set to exhaust, the hood vent in the front seems to deliver any fumes or steam from the stove directly into the airflow and out.
