I can't.
I just can't watch a nine minute video that appears to go nowhere. Gave up at 3 minutes.

Seems to me quite a bit hyped since from what I could find that is actually so far proposed is a sticker on RV's.

To me this is a thread more suited to a political BB somewhere.

Same here - compounded by a rural mobile internet service that makes video exasperating and expensive. I made it a few seconds - just long enough to realize it was a talking head exercise.

I would ask what century that was in, but that would be discussing politics.

Just an opinion, but I think the post is quite relevant and appropriate for an RV forum, since it's specifically about RV regulations.

I found the document, the proposal states that you can't live in an RV for more than a month. So it looks like it will not only affect people living in an RV, but also travelers too. According to the bill, it is being pushed by HUD's Manufactured Housing Procedural and Enforcement Regulations. They claim that RVs aren't manufactured to fire and safety code so they are not safe to live in. This looks serious.
Here's the government website.

I just read the reg's and we appear to be okay as the dimensions subject to the reg's are more than 8' wide or 40' long.

True, but I can think of hundreds of thousand of people who full time in something more substantial.

That's the definition for a manufactured home not an RV.

"Manufactured home means a structure, transportable in one or more sections, which in the traveling mode is 8 body feet or more in width or 40 body feet or more in length or which when erected on-site is 320 or more square feet, and which is built on a permanent chassis and designed to be used as a dwelling with or without a permanent foundation when connected to the required utilities, and includes the plumbing, heating, air-conditioning, and electrical systems contained in the structure.

They are rewriting the law to include RVs. The definition of an RV is:

(1) Built on a single chassis;
(2) 400 Square feet or less when measured at the largest horizontal projections;
(3) Self-propelled or permanently towable by a light duty truck; and
(4) Designed primarily not for use as a permanent dwelling but as temporary living quarters for recreational, camping, travel, or seasonal use.

Yeah, and it's that last point that's the issue. Full timers in an RV do use their RV as a 'permanent dwelling' - and not just for recreational use. Although, I guess you could say that full timers are on "permanent recreation"?
