So for clarification. The 30 amp cord that comes with the trailer (21) foot is permanently installed ? The option is to own one that you plug into the trailer and the campground ?

So let me get this right. The 30 amp service cord is permanently attached (21 foot trailer) unless you opt to pay $150.00 for a cord that you plug into both the trailer and the campground yourself ?
Yes. You have it right.
Many people like the removable cord and just as many like the one permanently attached. So, it's about you and your wants/needs.

We have the removable cord. It's one of the top mods Scamp Owners do, and I've done it to all my trailers over the years if they didn't have it. The parts themselves to buy and do the mod yourself are over $100 so the price ETI charges is very fair.
And, as Jon has already pointed out, another advantage is that you can use an adapter in the winter when you only need to run a heater etc. Your heavy expensive cord can stay out of the elements. Also, when you are at a place, like the in-laws, who don't have a 30 amp connection you can use an extension cord without having to use the heavy cord.
