Without some external current measurement device (usually a shunt) located to catch all current in or out of the battery (usually in the negative cable), the monitor in a solar charge controller can only accurately determine charging system output, and guess at battery state of charge based on voltage. That might be good enough, but it's fundamentally not the same as the monitors which use a shunt.
