2018 Escape 19 - Mysterious Drain pipe

I was just noticing this plastic drain pipe (photo) that goes almost to ground level. It is about a foot inside the driver side rear tire and tucked behind the rear wheel but close to the front of it. The fresh water drain is further behind and reachable behind the rearmost driver side tire.

Anyone know what this drain pipe is for?

That makes sense. I would guess no harm in shortening it a few inches.
