For us in a coastal city in Southern California (read: one of the most onerously regulated states in the country), a quick inquiry next door at the building and planning depts. yielded the following:
10x20 storage building for a trailer, no electrical, no plumbing. Guessing <$10000 construction cost. Assumes enough space on the lot so it's beside or behind the residence, (typ. 5' side yd. setbacks, 20' frt.&back yards) and in compliance with zoning ordinances).
Planning permit + Building permit would be about $500. Keep in mind that the permit is a fee-for-service that covers planning dept. review for compliance with zoning requirements, building dept. review for compliance with building code requirements, and inspector's time to verify that construction meets those minimum standards.
(P.S. yes, I know there are the horror stories about the government sucking up our hard-earned cash for no apparent reason, but that's not what I'm writing about. The vast majority of municipalities' employees I've dealt with in the last 50+ years in the construction industry are trying to do a diligent job with what they are tasked to do.)(And for the last 17 years I'm one of them).

You're right. The cost per square foot figure is only used for project valuation. I missed that. Sounds way better. I could not fathom a city or county charging that amount for a permit. So, with County and city fees and permits calculated, the figure is more like $500. Way better than $5K, but still pretty steep.
