absorb or wick water to floor?

Anyone know if escape uses expanding foam in the photo? If yes, could it absorb or wick road water spray to the wood floor?
Searching on google says both yes and no. I could not find the answer since there are different types of expanding foam. Thanks in advance.

These are a closed cell foam, and provide a complete vapour seal, so water would not be able to penetrate it.

We use it all the time for window installation in homes. It provides insulation, adhesion and a good vapour barrier.
