Thermal (double pane) windows seem to all fail eventually, probably especially in our rolling earthquakes. Depending on the age of your trailer there is a warranty by the window manufacturer. Maybe someone knows the warranty length?

If the window is a Hehr (most likely) it has a 12 month warranty.

Yes, they can be fixed. It's not unlike a household thermal window which gets moisture between the panes. It's actually not that difficult to remove the window, and take to a local glass shop. They can remove the panes, clean, install new seals, etc, and you'll be in good shape for probably under $100. Pick up some Butyl tape to use when you reinstall the window. It's also a good idea to add a new bead of clear caulk (like ETI does) along the top of the frame once you're done.

Just a note, if you take it to a local glass shop make sure they use superspacer or a product that contains desiccant or the window will fog right away.

I wonder what it would cost to replace it with an opening window
