Have ever tryed useing Loctite's product called Extend Rust Neutralizer before painting over something that had rust on it? I work in industrial maintenance and we use this product a lot and have very good success with it. What I call good success is by using this product first and then painting with a good Rustoleum Paint we get about four years before rust starts breaking through the painted surface again. One thing you got to remember is nothing beats sandblasting down to bare metal before painting.

Jim, I assume by "new trucks" you mean recent Ford Super Duty and GM HD (2500HD and 3500HD) and perhaps Ram 3500+ vehicles; I believe lighter-duty trucks (e.g. Ford F-150, GMC/Chev/Ram 1500, Toyota, Nissan) still come with 2" receivers... and at least Ford's 2014 towing guide says that the F-150 uses 2" ball mounts, and 2014 Chev 1500 specs show a 2" receiver.

My new truck with the 2 1/2" receiver is an F-350 Super Duty.

That makes sense. Just didn't want anyone to think they should find a standard-equipment 2 1/2" receiver on an F-150 or similar truck.
