Welcome to the Maxxfan control board fail club. Here's the deal. The Maxxfan 10-21275K versions 3.8 or earlier control board is rated for a max voltage of 13.5 volts. Yes, the voltage in your trailer is higher than that often which is why the control board has a short life.
If you have a control board that hasn't failed yet, you can add a voltage regulator to help it live longer.

In your case, the control board has failed and replacement is in order. Here is where I bought my replacement when my board failed. Make sure the board you get is the V3.9 version or newer.
