If you use chemicals in the black water tank, it isn't roses, but doesn't stink like a gross pit toilet either. I purchase Pine Cleaner at the Dollar Store and pour about a cup into the tote after use.

Looked like it would work o.k. Though in either case.
It is normal to tow the larger totes - at walking speed - to the dumpsite within the campground. Some are four-wheeled and are towed by a folding handle; mine has a steel extension bracket that fits over a tow ball (or hook), so it can be pulled on its two wheels (it's actually easier to use the extension even when pulling by hand).

I realize that the plan is to keep this tank small, but it's still really dense - I would want to avoid putting that on the back (even with a proper bracket to the frame) from a balance and stability standpoint.

Have you looked underneath to see if a secondary black tank or larger gray tank could be accommodated?
