One more possibility - If it is only the kitchen sink, maybe a chunk of water heater "crud" or other "stuff" is lodged in the neck of the sink faucet after the valves but before the aerator. This would block the same amount of water no matter which valve is open.

Any idea how to clear it, if it is there?

Glenn

If you have a low point drain you could open it, open your tap to let air into the system and everything should exit out the drain, might take a couple of tries.

I don't know if your faucet disconnects at the base. If not, how about poking a soft piece of wire up the faucet to break it up? Or, after disconnecting the faucet feeds, blow it out with air pressure?

Tried low-point drain. My advice is to turn the water pump off before you do that.
Didn't help though.
So, I took the aerator apart yet again and blew the bits out with a can of pressurized air ( left over from my career as a photographer ), and, of course, despite careful attention when taking it apart, I'm not sure I got it back together properly.
Might be a slight improvement.
Pix with and without aerator. With aerator doesn't appear to be aerating.
Might see if I can find new aerator.

Unscrewed the plastic nut that holds faucet on but I didn't want to tug on the faucet too hard and it didn't want to release. If I knew more about how it is put together, I'd go there.

Just went out to the side shed and found I have a half dozen aerators. Have to see if one of them fits. Never throw anything away.

Oh, just the what the world needed. How about the whole trailer in camo, you could boondock anywhere and no one would know you're there.

It's not my choice for decor, but new aerator from my junk box collection works well.
I've had the old one apart several times for cleaning without success.

I am still wondering how it could be better flow with the pump than city. Perhaps that is always the case but I would have expected the city HU to do better. And if it is the aerator, how one could seem to be affected but not the other. No sun or warm weather to consider it outside! Which would be the more important aspect anyway. Thought we would be camping by now but the lows are too low still.

That suggests a significant restriction somewhere that all the flow goes through the same pipe or fitting, which could be anywhere up to where the feed to the water heater splits off, or where the flow combines... in the faucet.

The city water pressure is limited by the regulator. The pump's output pressure is determined by its pressure control switch (which is usually adjustable). The pump output pressure could easily be higher than the regulator's setting, and as long as the pump can keep up, the flow would be higher.

RV regulators are listed as low as 40 psi. Some RV water pumps run at 55 psi, and one spec sheet I saw suggested it could go as high as 85 psi.

I would expect excessive restriction caused by the aerator to be more noticeable on the lower-pressure water source.

That flow doesn't look to bad to me. Is that the pump or the city hook-up? I have been in parks where the city water with the pressure regulator flows a lot less than that. Have you tried measuring the flow from your hose with the regulator attached and compared it to the flow at the sink. Just time how long it takes for each to fill up the same bucket with water. If they are the same then the regulator is suspect, or it is what it is.

Picture with new aerator shows water running while using pump. I got tired of dragging out the hoses ( takes two ) and then coiling them up again after.
Aerator appears to have been the problem, but I haven't tried it on city water yet.
