Weep holes underneath the Escape 19'

I washed and waxed Quahog today, even waxed the roof and a/c and vent covers. While washing underneath, I noted several pieces (6) of green tape at various locations around he perimeter of the trailer bottom. At 4 of the tape locations there was a hole drilled. I remember Reace telling me that there are weep holes in case there ever was a leak to allow water to escape. I believe there are also some in the frame/bumpers to allow any water to escape.
My question is the other pieces of tape that are not drilled, perhaps a mistake or not. Has anyone noted these weep holes and pieces of tape underneath? Are they all drilled or just some?

Escape and Bigfoot are the only trailers with pontoons for water drainage.

That is a new word for me Chuck, not familiar with pontune
But either way, what about the other tape locations? why were they put there, anyone know?
