What is this capped tubing?

Curious as to what this is and what is it used for? Maybe tubing to suck up antifreeze - but there isn't a valve to isolate from the water tank. Pump drain? Nothing in the owner's manual...

I don't have one but I'll take a wild guess and say low point drain.

Indeed. That is the low-point drain. Used for winterizing.

Here's instructions for winterizing using the low-point drain (if you have one ). I open it, drain, close it and then pump RV antifreeze through the city water inlet.

The earlier Escapes have the low point gravity drain with was discontinued in later models due to the toilet change.

Thetford changed a flushing valve in the toilet in order to make it quieter. Unfortunately, the new toilet retained water even when the low-point drain was used, which would freeze, and Thetford didn't tell anybody what they had done.
So, ETI stopped installing the low-point drain, because it no longer drained the entire system.
