I agree with Baglo. I have seen security people "clock" in at stations like you described. I guess it ensures and records that they have made the full rounds of their patrol.

Typically a 30 amp service would be for something like a clothes dryer which is usually 30 amp at 240 volt. An electrician may just guess...
