For that amount, I think I would change it myself. Water pumps are generally not that expensive. It must be "buried" and they are charging you a lot of labor.

I would note that if the water heater is empty, it may take a while to fill up, with the faucet seemingly not flowing. If I know I am going to be "off (the water) grid," I fill the water heater...
