I spent a fair amount of time trying to get the braking on the trailer to match the brakes on our truck. If you have your brake controller set at the maximum, you'll wear out the trailer brakes much faster.
You can replace the brakes yourself and if they look very worn than you should check or replace your brake controller.

If I set my truck controller anywhere near maximum I'd be leaving long black marks down the highway. Mid range seems to be the sweet spot for me. A couple of times I've braked on gravel with my wife observing to see if one wheel was locking up more than the others. Probably some variation between controlers but I'd be hesitant max my controller.
Before I replaced my controller I'd check that the brakes are correctly adjusted.
