Yes, sometimes winter storms have to be dodged, so if time is very limited it wouldn't be the best route, unless the forecast looks clear...Caltrans does do a pretty bangup job with the plowing in between storms, in my experience. Last year we had 0" precipitation in Feb, but of course that has no bearing on this year, and the forecast is not accurate until about 10 days prior
