You can report a private message, same as you can report a public post. In the private message's title box is the little "report" icon (it's a triangle with an exclamation point), which you click on to start the report process.
The site team doesn't have access to member inboxes, although it's my understanding that admins with upper level authorizations can look at private messages - but they don't.
