I think if you list South Dakota as your domicile, you should have to live there, full time.

You can think it, but it's not true. I've met plenty of all-molded towable owners through gatherings, bunches list SD as their domicile but don't live there.

My old Director moved to South Dakota to retire. He sent me a card which started out “Tiring of the feral life, we have moved to Arizona. Something about the rattlesnakes in the back yard and skunks tunneling in along his foundation. I’m assuming you mean that the punishment for running the tax con should be eternal life on the prairie on a 27 degree Fahrenheit day with a 37 mile an hour wind, in the sleety rain, in a tee shirt.
Nice place to visit. No desire to live there.

This is not political, but as a citizen, I wonder if some states are better at making it easier for you to vote on the road. Again, that's something that the previously mentioned full-timers advocacy group probably can address. (See what I did there?)

Oregon doesn't have sales tax and we vote by mail. I call that a win-win.

Washington doesn’t have income tax and also votes by mail. But we do have sales and property taxes. Infrastructure must be funded one way or another.

All kinds of YouTube videos about the subject.
Something to consider is where do you plan on spending majority of your time. East Coast, West Coast, Midwest etc. If you get a Jury Duty notice or receive other such items and are legally required to be present. Depending on where you pick as domicile will determine how far you will have to travel at the time. Keep in mind delay in getting mail from forwarding service.
For allot a full timers picking domicile that will be central to where they plan on doing most of their traveling is top of list, with Tax/Sales tax being secondary concern.

Dave, I was born in Nebraska so we may have to quibble over the corn. Never been to Ohio so I'll take your word for it on the ice cream. But I'm willing to do a lot of comparison testing in the meanwhile. Taking one for the team, that's how I roll.

True, but you also have one of the highest personal income tax rates in the nation, so no win there. For a retiree on a modest income, it can have quite an impact.
Just a personal observation: I'd much rather be taxed on consumption than on production.

A tax on consumption is the fairest way. Those who can only afford Kraft dinner pay little. Those who dine on lobster pay much more.
Albertans brag about not having a sales tax, but don't realize Alberta has one of the highest income taxes on middle incomes. The money has to come from somewhere.

I completely agree. There's always alot of debate about taxes here in the US, and alot of discussion of a "fair tax" or a "flat tax". What many who are against it at the federal level don't realize is that a fair and flat tax already exists in most states, in the form of a sales tax.
But back toward the topic, if I'm full-timing and retired, it makes alot more fiscal sense to me to have legal residency in a state without income tax, and a sales tax instead.

No sales in Oregon and no income in Washington means a lot of people traveling each day. While a consumption or sales tax is equitable, you do not buy you do not pay, it hurts the lower income strata. Also these tax loop holes, be it state or excise or federal costs all of us. As we expand the money has to come from somewhere. Remember when there was no sales tax on internet purchases, now there is on those business that have a physical presence in the state. Possibly that could be the answer, tolls at each state?

Florida does not have income tax. We do have property and sales tax though and you have the choice of voting by mail or standing in line.
We help fund our government with tourist so please send more !!

It has a nice chart that compares all 50 states across the three tax types that make up state tax burden — property taxes, individual income taxes, and sales and excise taxes — as a percentage of total personal income in the state. I wouldn't feel so bad being at #7 if I knew we were efficient in running our state government.

Looks like SD and FL would be some of the best choices on the tax list. Delaware would be too geographically difficult for me.
Lot’ s of potentential for purchasing an RV pad in FL to use as a base and rent out when not there.
