Yes, that's why they're short; they're the same design as the tall ones for under-floor tanks, but shorter by the height of a tank.

Unlike the 19', the 21NE has such a large dinette (front-to-back dimension) that the tank is only part of that seat base length.

With the U dinette, it one open space across the trailer under the dinette seat? That does sound a decent space, and the driver's side end of it would be difficult to use effectively without a driver's side exterior hatch (except for very long stuff inserted from the other side).

It is a long open space, although the electrical panel is mounted there. The panel isn't very deep. I will take a couple of pictures this evening and post them.

If theft is actually a concern, change the locks on the hatches, including the stock ones.
