Hi Jim, I’m gonna guess the carabiner is attached to a backpack, and the rubber ring is stretched over the neck of a water/beer bottle

Looks like something for the free tarp at Niagara Falls in September. How are those brass candlesticks working out?

Maybe you could use it to hold a mini mag style light or put in on a pole to hang something if your not going to use it for a bottle.

It looks old, what ever it does. Some sort of spark igniter, maybe for gas lights?

Made in the late 18th century.
Latching mechanism similar to the one used on flintlocks.

Jim, You could set up a vending stand at the Mississippi Rally, and pair your tool with 5 others. Attached to a waist belt capable of strolling with an entire 6- pack.....now you’d have something useful! And, Glenn would see you on Sharktank!

Nope, but I have one of them too with the flints and striker and even some of the soft bark used to catch the spark.
What this was used for is not longer done.

So, I say two weeks is long enough for people to both guess and then dangle. Perhaps too long as I’d forgotten this challenge til it popped up again.
Last guess: It’s a nutmeg toaster.

Whoops! Is this thing made of rubber? Then it's probably not a guy line tightener.
