For federal campgrounds at least, they will cancel the reservation and give you a refund. This happened to me in late February, when I received an email from recreation.gov stating that my reservation at Lake Sonoma in California at the beginning of March had been cancelled and my credit card would be refunded. I got a full refund. The email said that the location had been closed due to "services not available". I got the email a week ahead of my planned arrival date.

The U.S. national parks are getting crowded:

I doubt the park where a reservation is cancelled gets any money for cancellation fees, I'm sure that goes to Reserve America or whoever the reservation was made through.
There will be way more things hurt other then state parks getting reservations cancelled and they the states are the ones making that choice. You want to have some sympathy, have it for the many people who work at the restaurants and other things around these parks, it will be them that suffer the most from this.

Enjoy the journey.

Subject to change anytime, of course.

However, before you decide to go, do take note and read the second alert on this page.https://www.nps.gov/bibe/index.htm
It reminds everyone that if you don't already have camping reservations, you will likely be disappointed. February, March and April are the high season and all camping, backcountry sites and lodge rooms are booked long in advance.

There are a couple of "campgrounds" outside the Park in Terlingua/Study Butte or Stillwell, but they are rather - saying this politely - spartan. ( b often not capitalized : marked by simplicity, frugality, or avoidance of luxury and comfort. ) And supplies are difficult to obtain in the best of circumstances so don't count on making any specific purchases. Do your homework before taking that 300+ mile drive from anywhere.

It's also going to start heating up at the lower campgrounds too! We were there last year on April 13th and it hit 105F.

Watch out for Hawaii...our daughter returned from there last month, but now hears that the locals do NOT want outsiders on their islands. If one makes it there...they are quarantined to their rental quarters, and if they walk outside into local residential areas some are encountering angry residents in unpleasant ways.

Ironically, Hawaii was once a leper colony and still has a population on Molokai.
