When one tax revenue stream is eliminated another one pops up or increases. Your question ironically started with “How on Earth” and that’s one of the answers, the property tax, “on the Earth” is often very high to cover the lack of a sales tax, vehicle registration costs, etc.

In Iowa some food is taxed some is not.
I was going fishing for catfish one evening. I bought a pound of chicken liver for bait and a six pack of beer for sustenance. Threw the untaxed liver in the water, drank the taxed beer and had a pretty good evening. I’m easily confused. A snickers bar is taxed but a Kit
Kat is a cookie and is not supposed to be taxed. You got to watch them though.

They have a plan-just trust them, and give them more money.

Sunday sales, casino gambling, lottery, now weed sales. All were to be such a great boost in helping the taxpayers.

Mostly property taxes. Highway tolls, too.

I don't think Texas has sales tax or individual income tax.

Just FYI in TX we have no individual income tax but we do have sales tax.

The state sales tax is 6.25% but in many places that's bumped to the maximum allowed combined sales tax of 8.25% by local-option entities (city, etc). The local-option sales taxes cannot be applied to vehicles / trailers.

We also have annual County, Municipal, School district, and special district (but not State) tax on real property (land and improvements thereon).

Motor fuels are subject to a distinct tax, not sales tax, which is included in the per-gallon pump-price and is uniform statewide.
