I wish they'd enforce that more for semi trailers. I've been hit by some huge loads coming off of them. But I can understand that those drivers are often on very tight time schedules and cleaning off the tops of the trailers is no easy feat.

Most states probably have the same requirements as CA.:

R-O: No restrictions. When entering snow country, however, all vehicles are required to carry chains or cables.

R-1: All non-commercial vehicles must have tires labeled Mud and Snow or have chains/cables on the tires of the drive axle.

R-2: Chains are required on all vehicles except four-wheel drives with Mud and Snow tires on all four wheels. Four-Wheel vehicles must carry chains/cables for at least one set of drive wheels.

R-3: Chains/cables are required on all vehicles. No exceptions. Our CHP usually closes the road rather than post R-3.

Towing: All vehicles towing trailers, including those with four-wheel drive with Snow Tires, must have chains/cables on one drive axle of the tow vehicle. If the trailer has brakes, it must also have chains/cables on one axle.

I know what what you mean Eric. I had personal experience in running an Intermodal terminal when I was with the CPR. We were forced to clear off heavy snow loads not just because of containers or trailers going on the road, but just to enable top lifters to be able to hook onto the top of them to load or unload from/to railcars or highway chassis. I have climbed ladders myself to clean off roofs.
