Not because of the tandem axle - the number of axles has nothing to do with the weight distribution or the desired tongue weight. The 17' has always had the battery at the back while the 15' had in on the tongue - both with a single axle. The 21C has the battery inside near the back while the 21NE has it on the tongue - with the same axles, frame, and overall body dimensions. But...

Yes, mass (weight) distribution is important. Lots of details (of proportions and component placement) vary between models, so where the battery should be placed for balance varies.
Most travel trailers have the battery on the tongue because that's the easiest (and thus cheapest) place to put it. Escape used the extended rear frame from the beginning because that original model needed the battery there to avoid excessive tongue weight, due to the proportions of the trailer.
