Pulled my covers off and sprayed a couple of coats of white epoxy to the inside.
You can get it dimmer the more coats you add.

Getting back to this problem:
Turns out the ceiling fixtures in our 2019 21C do not have plug-in LED elements (not really 'bulbs'); they are hard-wired. Could be replaced, of course, but would be a pain; easier to replace the whole fixture, maybe with the dimmable kind that OneCent links to.
But in the short run, I'm inclined to try either the window privacy adhesive or the Frost photo film. Probably need to experiment to get the incandescent-like light I favor.
Thanks for the suggestions.
Edit: Actually, I'm not sure the ceiling light LEDs are hard-wired. Maybe just plug into those two bare wires? I didn't try to pull one off. . .

Two layers if parchment paper cut to fit inside the lens works well for us.

Yes, they look exactly like that. So those LED elements will just pull out? I was afeerd to try. I didn't see any obvious connectors.

They almost certainly are just pin sockets. I recently replaced my incandescent bulbs with these warm white LED (not daylight or bright light "colour" (Kelvin)) and they work well. Just pull out the old LED bulbs which are probably bright white colour and pop in the new ones. You can then add the parchment or other softening lens covers if you need to.
Note that I was very afeared of breaking the plastic lens pins pulling off the lens, but the lens just slides slightly away from the centre and pulls off easily.

the clear covers slide about 1/4 or 1/2" away from the center switch, then can be gently taken off. the original LED boards have a screw opposite the wedge connector, remove that screw, then just slide the LED board away from the connector near the center section.
as I said in an earlier post, I found these LEDs that are a direct fit for the wedge socket. they don't reach the screw but they are smaller/lighter and don't need the screw to support them (I havne't had one come loose yet).

these are significantly 'warmer' than the rather 'cold' stock lamps. Since I had 30, I studied one, and as a test, used a wallboard knife (aka box cutter) to carefully slice out a few of the load resistors R1-R8, each load resistor drives 3 or 4 of the LEDs, so for example removing 4 load resistors makes that lamp half as bright by disconnecting half the LED chips. Remove 6 of the R's, leaving just R3 and R5, and they are 1/4 the original brightness. i put the 1/4 bright ones on the 'single' side, and a full bright one on the bright side.
parchment paper is an excellent idea for further diffusing this now warmer colored light.

ok, some more pics of the fixtures and modded lgihts...
fixture with lenses removed, and 2 of my warm LEDs
one LED pulled out to show socket.
(I do recommend holding that rectangular white sleeve closest to the lamp board before pulling it out as it can come unsnapped from the rest of the fixture)
a 3-out-of-24 LED, using just R4, so this is 1/8th the total light which is 3 f/stops of brightness (in camera/photo terms)
ok, these lit shots are overexposed so they don't really show the color temp well, but in order, here's just the 3-led in the 'single' position, then both on (3-led and 24 led), then the 24 + the original (sans screw)
oh, the larger 4 pin chip, do not mess with, thats a bridge diode rectifier which ensures they work regardless of the polarity they are wired to.

I purchased the Gel Light Filter (orange) and cut it to fit the light fixtures in our 21NE. I put double in each and now we have a soft warm glow throughout instead of the harsh white light.

Thanks, John, for the detailed photos.
When I looked at the fixture, I assumed that the white sleeve was supposed to pull out; when I started to, I saw bare wires exposed, so quickly pushed it back in.
Now I see. . .
