Correct procedure to pair the Dometic Wind Sensor
I tested the wind sensor on my Dometic automatic awning. It would not retract the awning no matter how much or how long I shook the awning.
Replaced the batteries with fresh L-Ion batteries.
Still doesn't retract.
I've tried for over two hours to pair the remote to the wind sensor. No success.
Here's the procedure I've been following.
1. Press and hold the PROG button on the remote control until the awning jogs.
2. Press and hold the PROG button on the wind sensor until the awning jogs.
3. Install the sensor in the awning and test.
Sensitivity on the sensor started at a setting of three, from the factory. I have since turned it down to a setting of one.
What am I doing wrong?

try resetting the sensor back to 3 and sync

I reset the sensor back to a setting of three. Synced the remote and the sensor.
Still no response during a shake test.
Other forums indicate a lot of troubles with these sensors. Either they are too sensitive or not responding. Many people remove the batteries and are vigilant about keeping the awning retracted in changeable weather.

I have never touched mine, still has the original batteries. You may need a new sensor.

Maybe just take the sensor off and shake it in your hand? Easier than shaking the whole awning. At least until you get the pairing issue sorted out.

If you remove the batteries the awning should retract in about 25 to 30 minutes. Which it is designed to do. You will need to turn the power off to the awning to prevent it from retracting.

I had the same issue in Quartzsite, went to show someone the automatic retracting feature, and it wouldn't work. Replaced batteries, no go. I then paired following the directions that came with the trailer to pair the sensor to the motor (as you described) and it worked fine.
Might you possibly need to reset the motor and remote as mentioned in the note on the bottom left of page 7?

A sensortive, but mechanical issue, noticed past Thurs on a walk-around. Proves no matter what you got you just never know what's waiting for you.
