Can it be reached without taking the end cap off the awning? I tried removing the cap - released the lower tab but couldn't get it to budge and don't see the other tab.

Given that it isn't mentioned in the 2017 manual, I'm assuming it's something added later.

Besides, in my case, it's tight in the middle so simply trying to reel in more might cause damage, yes?

While I can't look at mine (August 2017 delivery) since it is under a cover, I don't believe I have the described adjustment screws. To get the awning to close completely I had to adjust (slide) the end of the arms multiple times. Eventually, I found the sweet spots...

FWIW I found that the current download of the "Operating Instructions" does not include all of the adjustments that are covered in the "Installation Instructions" (e.g. "Awning Open/Close Limits" not in the former but in the latter).

Link to current version of 9500E "Installation Instructions" on Dometic website
