Furnace vent seal question

I’d like to reseal the furnace vent of our 2014 17b.

My question: Please see picture below, what is the little strip of tape called I can see around the vent’s top and sides.

We are getting a very small rain leak in the cabinet under the cooktop / furnace vent (between the wall vinyl/flooring …. I’ve recently used water hose/sprinkler spray to confirm (belly band rivets have all been sealant dabbed, outside light and hood fan vent resealed (Feb 2022)

To clarify, when you sprayed water, did you spray only the vent or did the top of the belly band also get wet? If you are assured that the vent is the location of the leak, We used Proflex to reseal the furnace vent after removing it.
