How to stop power to trailer plug to replace it

Our trailer tow plug came out while driving and eroded away. My husband has gotten just the plug for now and he started cutting off the old one to replace it, but keeps shocking himself when he tries. He thinks he shut off the battery (at the battery bypass) but apparently not. Any tips? Does he need to completely disconnect it?

Do you have solar panels? If yes, cover them and see if that eliminates the problem.

And of course make sure the trailer is not plugged into shore power/ac. Sorry if that seems insulting but starting with the basics.
