Yes, except be careful with what "under the axle" means: it means under the axle bracket (not the square tube that runs across the trailer or any moving part of the axle assembly), and it means under the bracket of the trailing (more rearward) axle, not the leading (forward) one. You want to keep load on the hitch so if lifting on the frame do it between the axles or behind them, not ahead of the leading (forward) axle.

Most jacks are not very stable, so I would not do that. I would jack up one side, support it on a proper jackstand, then jack up the other side... if for some reason I needed both sides up at the same time.
