I don't own a Fleetwood travel trailer but let's give it a shot.
The brakes on your trailer are electric - supplying 12v power to them pushes the brake pads to the drums and stops the trailer. That 12v power is supplied by your tow vehicle brake controller - or by the emergency brake circuit.
The emergency brake circuit would be the first place I would look. There is a switch that is activated by pulling a lanyard out of the switch - that lanyard is connected to the tow vehicle each time you hook up the trailer. If the lanyard has been pulled, the trailer brakes will lock up regardless of what the brake controller tells it to do.
Take a look at the lanyard and there will be a pin on the end of it that is supposed to be inserted into the emergency brake switch. Make sure it's in there.
