Well if your sure it tar from road repairs and such then a fossil solvent like kerosene or diesel fuel will most likely soften it and some elbow grease will remove it. But only do the areas affected,...

There possible stone chips from traversing gravel roads. You can fill them with wax and disguise them.
Or just ignore them like I do. To me it just means your using it and you been some where really...
