Yes, and it's possibly why sometimes, despite having a Nexus card, they'll get out of their booth and walk to the rear of the trailer and visually look at the trailer license plate number. That might indicate that they have a record of folks who enter the US with a trailer and exit without one.It needs to be imported into the USA first. It's always about the paperwork. You can find/hire an importer.
99.99% certain that states cannot do the required import paperwork - that's solely the purview of CBP (US federal Customs and Border Patrol agency), not delegated to any state agency.just not sure if the import paperwork needs to be done at the border or at a DMV branch in the state where its purchased
As I said they often make it clear that they know the license number on your trailer when entering the US. There's never any mention of not bringing the trailer back with you and no paperwork.as when they crossed the border they undoubtably filed paperwork saying they were bringing it back.

Yes, importing is a Fed issue, but still the trailer has to be registered in a state, so may as well kill 2 birds w 1 stone, and let your state (I mean the new owner's state) help the new owner get the Fed done. That's what DMV's are for. (I say this because I can't think of anyone at the Fed level to contact to import a travel trailer into the US, except perhaps ETI themselves!)I think that importing a trailer into the US is a federal not state issue.
