Probably right. When I was in law enforcement, and we were questioning someone, we would sometimes throw in a question whose answer we didn't care about, just to see if the person of interest would lie about it. Telling a lie about something minor can be one indication of deception in more serious matters.I suspect that the question "have you ever smoked marijuana" is held in reserve. If you are suspect for other reasons ( whatever that may be ) or if the border guard doesn't like your mustache, they can ask the question.
I suspect in time this will be repealed, as legalization takes effect throughout North America.
Have to respectfully disagree; the tax revenues are too enticing for cash-strapped states.

I think the Canadian side is very consistent. The American side? Never know what you'll get. They say that's on purpose to prevent "predictability" and create randomness in border security screening procedures. I say it's because some of them aren't as good at their jobs.In going either direction across the borders, there seems to be a huge discrepancy in what questions are asked or what you are asked to open.
