Fresh Water-First Trip

Help needed:
Having an issue with the fresh water system. Can someone walk me through the process?
1) Fresh water tank filled
2) City water connected
3) purge air out of the system
a) cold water to the sink & lavatory
b) opened the valve bypassing the hot water tank
c) purged air through the pressure release valve on the hot water tank.

*Here’s where the issue arises. When I open just the kitchen and lavatory HOT water valves nothing comes out. No air, no water. If I turn COLD water on in the lavatory, water comes out of the kitchen sink (valve turned to HOT).

What am I doing wrong?
 
Under the bed you access the hot water tank and the bypass valve. 2 positions, vertical = closed and bypasses the hot water tank, horizontal = open and allows water into the hot water tank.
 
Found valve #2. Upper, flipped the opposite way and didn’t recognize. We’re all good now. Thanks for your help.

When filling the water heater you can open a hot water tap to vent air from the tank as it fills and not have to mess with the pressure relief valve.
