Is a soft start included on a new build with the Houghton 13,500 btu A/C w Heatpump

Hi,

I was wondering if anyone who has a new build....does it inlcude the softstart on the Houghton unit? We noticed on the RecPro site it is an option. From my understanding it is installed by default. BUT I have not received a clear answer. We are trying to figure out if it has the soft-start included on the RecPro Houghton unit that is installed by Escape on a 23. Thanks, SueZQ
